
RULES AND REGULATIONS
The Society shall be guided by the following rules and regulations
unless there is anything repugnant to or inconsistent with the subject context.
Definition:-
(a)Society means “United Minds For Peace Society”-A Global Peace Organization, whose abbreviated form shall be UMFPS.
(b)Member means member of the society whose names are entered in membership register as stated in Cl. No. 8.
(c)United minds means the people taking membership in this society and dedicating themselves towards the aims of the society.
(d)Regulations and guidelines mean regulations and guidelines made by society.
(e)Rules mean rules made by the Society.
(f)Donations mean voluntary contributions of funds by the members for the development of UMFPS.
(6)Membership:-
Any person supporting peace and willing to contribute for the cause of peace as laid down in the Aims and Objectives of the society as approved by the Governing Body meeting/General Body meeting subject to the approval of the Governing Body of UMFPS are eligible to become members of the society.
All selected poets, writers, award winners and administrators of The
Enchanting Verses International will automatically have a membership in UMFPS.
The categorization of the membership in this case shall be decided by the
Governing Body.
All members from a particular Nation or Country will be under the
Country Executive Committee. All sub committees formed(if any) will be under
the Country Executive Committee. The structure of the sub committee will be as
decided by the Governing Body. The Country Executive Committee will act as per
the decision of the Governing Body. Each country Executive Committee will have
one person as its Chairman and Board of Directors. These posts may be kept
vacant as per the decision of the Governing Body of UMFPS. The post of the
Chairman of the Country Executive Committee shall be decided by the Governing
Body of UMFPS.
The Governing Body may ask any of the Country Executive Committee
and/or Sub Committees under it to submit their report of activities which the
respective committees are bound to produce and submit within the given time
period as mentioned by the Governing Body.
The members shall be categorized as follows:-
Elite membership-The person willing to have Elite membership must have the experience of holding a chair of repute in some society based project or in some organization or institution. He may also get the elite membership if he is any award winning published book author. . This membership can also be assigned otherwise by UMFPS based on the contribution of the person towards social activities as cited by UMFPS.
General membership-This membership is open to all.
Student membership-This membership is only for students pursuing courses in any academic institutions.
(*The Governing Body will have the sole discretion of assigning or canceling membership category to any individual based on available resources.)
Each member will have a unique ID which will be displayed in the website of UMFPS.
Any person willing to become a member
of the Society shall have to follow the following procedure:-

(7)Cessation of Membership:-
Any membership shall be ceased subject to the following condition(s):-
(a)On his /her resignation from membership by a letter addressed to the Secretary General .
(b)On his/her becoming insane or insolvent.
(c)Every member shall cooperate with United Minds For Peace Society and shall abide by the decision of the Governing Body from time to time. If anybody disobeys the decision of the Governing Body or acts against the aims and objects of the Society and/or hampers the prestige and honor of the society, he/she will be asked to explain satisfactory reason within the specific time period against the specific charges and if the said member fails to submit satisfactory explanation in time, his/her membership shall be suspended by the decision of the two thirds majority of votes of the present in the meeting of the Governing Body but on receipt of any appeal from the suspended member with the request to withdraw the suspension admitting the charges against his/her with the assurance of non-occurrence of such offense , the said suspension may be withdrawn by two third majority of votes of the members present in the meeting of the Governing Body observing the improvement of the attitude of the suspended member for the renewal of membership.
(d)Renewal of Membership:-
Renewal of membership of canceled member may be allowed by the Governing body except Cl.No. 7(c) .Governing Body shall have every right to regret any renewal of membership of a canceled member. Renewal of membership of canceled members, canceled under Cl No. 7(c), may be done on noticing the improvement of attitude and resolve of the said person by resolution of three fourth of the majority of votes of the members present in the Governing Body meeting.
(8)Register of Members:-
The Society shall maintain a register of members containing the names, addresses and their occupations. Date of admission and date of cessation .The register will be kept open for inspection of the members of the Society on requisition.
(9)Rights and obligations of members:-
(a)To submit suggestions to the General Secretary for betterment of the Society on any matter.
(b)To inspect the accounts of the Society on prior appointment with the General Secretary.
(c)To forgo his/her membership after due information in writing to the Governing Body through Secretary General .
(10)a. Governing Body:-
There shall be a Governing Body consisting of not more than 31 members. The Governing Body shall decide the formation , structure, posts of the Governing Body and its members by two third majority.
(10)b. Post of a member of Governing Body shall be ceased on:-
i. Resignation addressed to the Director General or Secretary General.
ii .Being absent from three consecutive meetings of the Governing Body without prior written or emailed information.
iii. If he/she is convicted to any offense in connection with function promotions, management or the conduct of the affairs of the Society or a body corporate of any offense involving moral turpitude. If any member of the Governing Body is found guilty on any of the afore-said reasons he shall be asked to submit suitable explanation by the Director General/Secretary General within a stipulated time failing which he will be removed from the post of members of the Governing Body by the Director General/Secretary General by three fourth majority of votes of the members of the Governing Body present in the meeting.
(c)Meeting of The Governing Body:-
Such meeting shall be held online and/or at a convenient place as decided by the Governing Body at least once in six months. Such meetings of the Governing Body shall be held with the approval of Secretary General or President on a specific purpose.
(d)Notice of the meeting of the Governing Body:-
Seven days’ notice of meeting specifying the place, date ,time and the general nature of work and business to be transacted shall be given to every member of the Governing Body.(The said notice will be send to all the members of the Governing Body via email and/or will be published in the website of the Society).Emergency meeting may however be called on 24 hrs’ notice. Four members personally present shall constitute a quorum. If the quorum is not framed within 30 minutes of the meeting, the members may adjourn the meeting. Adjourned meeting shall be held on the same day of the next week keeping everything unaltered when quorum will not be required.
(e)Procedure of meeting:-
The Director General or in his absent Secretary General shall preside over all the meeting of the Governing Body and in their absence members present shall elect a chairman or the meeting. All questions before the meeting will be decided by the majority of votes of members in which each member will have one vote. The Director General shall have a second or casting vote in addition to own vote in case of equal no. of votes.
(f)To fill up the vacancy of the Governing Body:-
Seats may be kept vacant as decided by the Governing Body. Vacant seats will be filled as per the decision of the Governing Body.
(g)Powers and duties of the Governing Body:-
The Governing Body shall have the general power of supervision and conduct of overall affairs of the Society and in particular shall discharge the following duties.-
i. To convene the Annual/special/Extra ordinary/General meeting of the Society.
ii. To appoint Country Executive committee and/or sub-committee with members of the Society specifying its powers and duties.
iii. To accept donations, gifts, any deposit against specific purpose for the interest of the Society.
iv. To keep proper account of the Society in one or more Nationalized Bank.
v. To incur expenditure as per budget /as per decision of the Annual/Special general meeting.
vi. To ask explanation/to suspend the membership of any member/to cancel any membership of any member on proper ground and to withdraw the suspension /to withdraw the cancel order of any member as specified in
Cl. No. 7(c) and 7(d).
vii. To frame guidelines/regulations and do alter the same.
viii. To incur expenditure upto any amount on a specific purpose as additional financial power outside the budget as approved by the General Meeting.
ix. To accept grants from State or Central Govt. /local authority/people organization /person(s).
(h)Operation of Bank account:-
The treasurer may reserve cash upto any amount as insured under the Insurance Policy of any Government approved insurance company for Incidental expenses and the rest amount shall be deposited in the bank account as opened in any scheduled bank under current , saving or fixed deposit account in the name of United Minds For Peace Society which should be jointly operated by the Secretary General and Treasurer.
(i)Safe custody of Funds:-
The Governi8ng Body of the Society shall be responsible for the safe custody of funds and assets of the Society. The funds of the society shall be kept in any Nationalized bank.
(j)Sub-Committee/Convener:-
For fulfillment of the objectives of UMFPS , Governing Body may start new units or continue the existing units and all those units shall be managed by a sub-committee headed by a convener under the control of the Secretary General who shall be the Chairman of the respective Sub-Committee by virtue of post.
(11)Books
of accounts and Inspection and Audit:-
The books of account and other statutory books shall be kept at the registered office and shall be opened for inspection of the members of the Governing Body during usual office hours and the same shall be opened for inspection of members at such time and place as the Secretary General considered on a written request made by any member. The books of accounts shall be duly audited by an authorized and qualified Auditor.
(12)Accounting Year:-
The accounting year of the Society shall be from 1st April to 31st March of the next calendar.
(13)General Meeting:-
There shall be three kinds of General meeting .Annual/Special/Extra ordinary General meeting.
(a)The Society shall hold an Annual General meeting at least once in every year and not more than 15 months shall elapse between the two successive Annual General Meeting but within 15 months of each accounting year.
(b) Fourteen days’ notice of meeting specifying the place, date ,time and the general nature of work and business to be transacted shall be given to every member of the Governing Body.(The said notice will be send to all the members of the Governing Body via email and/or will be published in the website of the Society).Emergency meeting may however be called on 24 hrs’ notice. Four members personally present shall constitute a quorum. If the quorum is not framed within 30 minutes of the meeting, the members may adjourn the meeting. Adjourned meeting shall be held on the same day of the next week keeping everything unaltered when quorum will not be required. Any non-receipt of such notice of the said meeting by any member shall not invalidate the meeting.
(c) . Four members personally present shall constitute a quorum. If the quorum is not framed within 30 minutes of the meeting, the members may adjourn the meeting. Adjourned meeting shall be held on the same day of the next week keeping everything unaltered when quorum will not be required.
(14).The Following business shall be
transacted in the General Meting:-
i. To confirm the minutes of the last Annual General meeting or Special General meeting or Extra Ordinary General meeting(if any).
ii. Statement of workings to be submitted by the General Secretary of the year ended.
iii. To pass audited account of the last year.
iv. To appoint a qualified auditor for the next year.
v. To specify powers and functions of the Governing Body, office bearers and Convener of the Sub Committee.
vi. To approve the budget showing the income and expenditure for the next accounting year (if any).
vii. To approve any scheme or the project and to frame its guidelines.
viii. To fix the financial power of the Governing Body and General Secretary inside the budget /excess/outside the budget.
ix. To take final decision on points rose by members in writing to the General Secretary at least 3 days before the date of Annual General meeting.
(15)Special/Extraordinary
General meeting :-
(a)These meetings may be convened as decided by the Governing Body in view of urgency of any matter.
(b)Rules and Regulations and Memorandum of Association may be altered or added to or amended through an Extra Ordinary General meeting.
(16)Duties
of Office bearers:-
a.i.Director General:-He shall preside over all the meetings of the society and shall have the additional casting vote in case of equal number of votes in any meeting.
ii. Advice the General Secretary on all points of disputes and generally he will look after the dispute of the Society.
iii. Take disciplinary action such as removal, dismissal of the members of Governing Body/Sub-Committee by the resolution of the Governing Body.
d. Secretary General:-
i. He shall convene all meetings of the Society.
ii. He shall hold the charge of the office of the Society.
iii. Issue general circulars and notices.
iv. Receive all applications for membership of the Society which shall be placed before the Governing Body.
v. Sign and
give pay order on all bills for payment.
